He was born in 1932 in Livadi, Kythira, to farming parents.
Studies
He studied Law at the Law School of the University of Athens. Postgraduate studies at the Law Schools of the Universities of Munich (Germany) and Bern (Switzerland).
University career
Doctor of the Law School of the University of Munich in 1965.
Lecturer and Professor of Constitutional Law at the Law School of the University of Athens during the years 1973-1999.
President of the Ionian University in the years 1985-1990, during which the University was organized and put into operation.
Activities as a Public Official
From 1981 to 1988 he was the Director of the Legal Office of the Prime Minister and Legal Adviser to the Prime Minister. From 1997 to 1998 he served as President of the National Broadcasting Council. During the years 1982-1985 a member of the Executive Committee of the Hellenic National Commission for UNESCO. Since 2003, he has been a member among non- parliamentary eminent personalities of the Board of Directors of the “Foundation of the Greek Parliament for Parliamentarism and Democracy”.
He was actively involved in the preparatory phase of the drafting of the Constitution in 1975 and was the author of the Draft Revision of the Constitution of 1986. He was the chairman or member of many drafting legislative committees and collective bodies of Public Administration. In 2005-2006 he became Vice-Chairman of the Committee of Experts under the Prime Minister for Public Administration. From 1982 to 2006 he was a member of the Legal Counsel of the Bank of Greece.
Scientific, Political or Non-Governmental Organizations, Foundations
He was a founding member, member of the Board of Directors for a number of years, and in the years 1992-1997 President of the Association of Greek Constitutionalists. Founding member, member of the Board of Directors and Vice-President of the World Union of Constitutional Law, since 1995 Vice-President and since 2004 Honorary President of the same Union. Since 1992, member of the Board of Directors and continuously Secretary-General of the Association of Judicial Studies.
He served also as a member of the political union “Papanastasiou Group” from 1966 until its violent dissolution by the military dictatorship of 21.4.1967, member of the Board and Vice President of the Hellenic Union for Human Rights, member of the Committee for Repatriation of Political Refugees and Vice President of the Movement for National Independence and International Peace and Disarmament.
In 2005 he was a member of the International Group of Experts that published and presented to the EU the Declaration of Principles of International and European Law for a Sustainable Solution of the Cyprus Problem. Chairman or member of the Board of Directors of many other scientific, public and charitable organizations.

His work amounts to hundreds of titles. He has also been the Scientific Director of many scientific series and publications. Organized numerous scientific – international and national – conferences, workshops, and lectures in Athens and participated in dozens of conferences abroad
